In November, 2007, the Office of Chinese Language Council International (Hanban) signed an agreement with Bulacan State University to jointly establish a Confucius Institute. During the signing ceremony, it was confirmed that the Northwest University will be the Chinese partner of the Confucius Institute.

Founded in 1904, Bulacan State University is located in Malolos and is responsible for the education of 19,000 students. The Confucius Institute will offer various Chinese courses, conduct Chinese cultural activities and hold HSK examinations in the hope of meeting the demands of Filipinos for Chinese and strengthening communication and friendship between the two peoples.
