Secretary-General Yang Xiuping Attended the 11th ASEAN-China Cultural Forum

On 10 September 2016, the 11th ASEAN-China Cultural Forum themed on Exchange and Sharing: China-ASEAN Art Education Cooperation and Development was held in Nanning, Guangxi. This Forum is one of the series of activities in the 13th China-ASEAN Expo and jointly hosted by the Ministry of Culture of China and the People’s Government of Guangxi Zhuang Autonomous Region, and co-organized by ASEAN-China Centre (ACC) and National Culture and Art Vocational Education Teaching Guiding Committee. H.E. Mr. Ding Wei, Vice Minister of Culture of China, H.E. Mr. Huang Ribo, Vice Governor of Guangxi Zhuang Autonomous Region, H.E. Mr. Savankhone Razmountry, Vice Minister of Information, Culture and Tourism of Lao PDR, H.E. Mme. Yang Xiuping, Secretariat-General of ACC and Ms. Chen Yinghui, Deputy Director-General of Department of International Exchanges and Cooperation of Ministry of Education of China attended the opening ceremony and delivered remarks. Officials, experts and scholars from the arts educational field of both China and ASEAN Member States, representatives from ASEAN Secretariat and ASEAN Foundation of more than one hundred people attended the events.

Vice Minister Ding Wei said in his opening remarks that culture relations had become an important pillar in building ASEAN-China comprehensive cooperation relations. The ASEAN-China cultural forum had become an important platform for ASEAN-China cultural dialogue and cooperation that substantially facilitated ASEAN-China cultural relations as well as regional cultural cooperation across East Asia. He said, the Ministry of Culture of China would work with ASEAN partners to strengthen cultural exchanges and cooperation of the two sides, support the growth of ASEAN Community, forge a more closely knit ASEAN-China community of common destiny, underpin the 21st Century Maritime Silk Road, and reinforce cultural and people support for the comprehensive, steady and sustained development of China-ASEAN relations. He expected that this forum could see extensive consensus and mutual beneficial cooperation and contribute to prosperity of ASEAN-China cultural relations. 

Vice Governor Huang Ribo said, Guangxi enjoyed rich ethnic cultural resources and unique geographic location. Its long history of contacts and exchanges with ASEAN countries had led to fruitful cooperation between the sides and China’s intensified efforts on the implementation of Belt and Road initiative had brought new opportunities for Guangxi to expand its cooperation with ASEAN. Guangxi, adjacent to both land and sea, would continue to give a full play of its location advantage, shape itself as an international channel facing ASEAN, new strategic point for the opening up and development of Southwest and Southeast of China and an important tie with the countries along the Belt and Road. He said, this year marked the new start for the forum to begin with its second ten years, and Guangxi would take this opportunity to further enhance ASEAN-China arts educational exchanges, build up opened platforms and promote mutual development of culture and arts of the two sides.

Vice Minister Savankhone Razmoutry said, Lao PDR is located at the centre of the Indochina peninsula with centuries-old civilization and multi-cultures. In today’s rapid development world, the government of Lao PDR had took active measures to conserve, inherit and develop the countries valuable culture and heritage, and enhanced arts development with multi-layer and multi-type cultural exchanges. Lao PDR and China are good neighbors with extensive cultural exchanges and sustained friendly cooperation. He hoped that this forum could become an important platform to further enhancing ASEAN-China cultural exchanges, the cooperation and development of human resources in the cultural sector.

Secretary-General Yang said, both ASEAN and China are blessed with a long history and splendid culture. In the context of ongoing economic globalization and rapid development of information technology, both sides should strengthen arts education exchanges and co-operation, discuss how to foster cultural innovation while inheriting and passing on traditional culture to next generations. In this regard, she made the following proposals: First, strengthening policy exchanges in arts education; Second, building cooperation networks and platforms among arts colleges; Third, integrating talents training with the development of cultural industry and Fourth, establishing new platforms to display outstanding achievements of arts education. She said, ACC would perform as an active one-stop information and activities centre, actively promote the outcomes of arts education and cultural development of both sides, building more platforms for exchanges and cooperation between arts educational institutes of the two sides and make fresh contributions to the building of ASEAN Community and ASEAN-China Strategic Partnership.

Deputy Director-General Chen Yinghui said, educational cooperation is a highlight in deepening ASEAN-China exchanges and cooperation. The Ministry of Education of China would actively implement the important consensuses reached by the leaders of both sides, build platforms for high-level inter-governmental discussion, for pragmatic cooperation among educational professionals and for friendly exchanges of teachers and students, continue to expand the scale of student exchanges, increase youth exchanges, design more regional featured projects and further expand and strengthen ASEAN-China education and cultural exchanges.
