On 19-24 September 2016, the 4th ASEAN+3 Village Leader Exchange Program for Poverty Reduction Learning, which was hosted by the International Poverty Reduction Center in China (IPRCC), took place in Shanghai. More than 60 people attended the Opening Ceremony, including Mr. Mouaviexay Palee, Deputy Director of Trade and Investment Division of ACC, government officials, village leaders and scholars from ASEAN+3 countries, ASEAN Secretariat, ADB and medias.
Mr. Yao Hai, Director of the Cooperation and Exchange Office of Shanghai People’s Municipal Government, Mr. Tan Weiping, Deputy Director of the IPRCC, Ms. Mai Tang, Senior Official of the Community Affairs Department of ASEAN Secretariat, and Mr. Armin Bauer, Chief Economist of Asian Development Bank addressed the ceremony with appreciation.
During the program, ACC representatives strengthened cooperation with the IPRCC, exchanged views with other representatives, raised ACC’s profile, and joined the field trips at Exotic Plant Shanghai Co. Ltd, Jinshan District Vegetable R&D Center (intelligent agricultural base), and Shiquan Grape Planting Cooperatives.
The said exchange program is the initiative of Premier LI Keqiang proposed in the ASEAN Plus Three Summit Meeting in 2013 . It has become an annual international poverty reduction mechanism exchange program. The program aims for ASEAN representatives to understand more on the economic and social development situations of China’s rural areas through discussions and field trips in rural communities. This will enable village leaders learn and share concretely the beneficial practice as well as experience of China in reducing poverty so as to enhance capacity building for officials of ASEAN countries and to promote China and ASEAN countries’ poverty reduction development.
