On the afternoon of October 17, 2023, Premier Li Qiang of the State Council met at the Diaoyutai State Guesthouse with Cambodian Prime Minister Hun Manet who is in China to attend the third Belt and Road Forum for International Cooperation.
Li Qiang said that since the beginning of this year, the leaders of China and Cambodia have maintained close exchanges and made new achievements in cooperation, bringing tangible benefits to the two peoples. China is ready to pass on its friendship with Cambodia from generation to generation, consolidate the foundation of mutual trust, deepen strategic cooperation, and firmly support each other in safeguarding sovereignty, security, and development interests. Taking the 65th anniversary of the establishment of diplomatic relations between China and Cambodia this year as an opportunity, China will speed up the synergy between the Belt and Road Initiative and the Pentagon Strategy, and enrich the China-Cambodia "diamond hexagon" cooperation framework to deepen and substantiate the building of a China-Cambodia community with a shared future in the new era.
Li Qiang pointed out that China is ready to work with Cambodia to follow through on the new version of the action plan for building a community with a shared future, and promote practical cooperation between the two countries, so as to achieve stronger and more sustainable development. China is willing to work with Cambodia to promote the construction of the "Industrial Development Corridor" and the "Fish and Rice Corridor", accelerate the construction of infrastructure including railways, sewage treatment facilities, and fiber optic cables, and build new flagship projects for China-Cambodia high-quality Belt and Road cooperation. China will also expand cooperation with Cambodia in emerging sectors such as green industry and digital economy, and help Cambodia accelerate industrialization and modernization.
Hun Manet said that the new Cambodian government will firmly adhere to a friendly policy toward China, steadfastly uphold the one-China principle, staunchly support China in safeguarding its core interests, and support the Belt and Road Initiative, the Global Development Initiative, the Global Security Initiative, and the Global Civilization Initiative proposed by President Xi Jinping. Cambodia is willing to take the 65th anniversary of the establishment of diplomatic relations between Cambodia and China as an opportunity to implement the Cambodia-China "diamond hexagon" cooperation framework, deepen bilateral cooperation in such areas as energy, agriculture, investment, health, and people-to-people and cultural exchanges, and jointly build a Cambodia-China community with a shared future. Cambodia is willing to closely cooperate with China and support each other in international and regional affairs, working together to promote world peace and development.
After the meeting, Premier Li and Prime Minister Hun Manet jointly witnessed the signing of multiple bilateral cooperation documents on Belt and Road cooperation, production capacity investment, development cooperation, railway, electric power, industrial park, green and low-carbon development, and cultural relic restoration, among others.
